Voters in the city`s Second District, which includes the West Bluff and Central Peoria, have three candidates vying to represent them on the council: incumbent Councilman Chuck Grayeb and challengers James Kemper and Peter Kobak The top two vote-getters in the Feb. 23 primary election will advance to the April 6 general election.
